New Regulations, New Responsibilities
As you probably know, the introduction of the Quality Assurance Act (Wkb bouw), in 2021, will have far reaching consequences for the Dutch construction industry. Aiming at improving construction standards across the board, the biggest changes will be related to the introduction of obligatory quality assurance.
Essentially, the Dutch reform means that the state, or the municipality by extension, no longer inspects building quality. Instead, a new system of private building inspectors will be tasked with this. With this switch, there will be quite some changes to quality assurance protocols, procedures and products.
New duties for quality managers
The duties of a quality manager under the new law will be very comprehensive:
- Before building commences a risk assessment and plan will be created to comply with building regulations
- Throughout construction the quality manager will have to ensure that building regulations are continuously met and the plan is followed
- Lastly, the quality manager will also have to sign off on the finished project before it can be taken into use
These new duties will require new solutions.
